"It’s enough to make you want to install Linux, honestly. "

BWAHAHA!!!

... ahem. Let me tell you about the joy that is xmodmap. Or rather, not.
I'm running Fedora 11 on a Toshiba with a French keyboard. It's set to run US key layout by default, with switching to French bound to Shift+CapsLock - quite useful for when I need to type in French. This, for the most part, works fine.
However. Some applications - and there's no goddamn rationale for which ones - ignore the US layout when I press Ctrl. Firefox behaves - physical Ctrl-Q (which is where A would be on a US layout) echos Ctrl-A. In a terminal window, though, it echoes Ctrl-Q. Any other modifier key gets an A, but not Ctrl.

I still haven't found a solution. Now, I just remember which apps I have to swap keys on...

I'm sorely tempted to bring my own cherished MS natural keyboard in to work, and see if that makes a difference.
On another side note, I've generally found that (apart from the mentioned quirks of multimedia keys) MS hardware is rock solid. Their keyboard's the best I've owned since my trusty old IBM Model M died of terminal red wine indulgence.

I had also suffered from this particular frustration until about a month ago, when some judicious Googlage led me to the same answer that you have provided.

Of course, there is still the annoyance of various office apps deciding to autocorrect things to be spelt in Americanese (a.k.a. "US English", pfft) based on a random combination of general configuration and specific document settings.

However, both can be remedied with the semi-nuclear option of completely *uninstalling* any non-UK locale from Windows. This seems to have the effect of making Windows believe that there is no such thing as the US (or in fact any non-UK country). Works for me.

(Reminds me a bit of the Father Ted episode where Dougal has a list of "things that don't exist". At the bottom of the list, there is any entry that reads "non-Catholic gods". Anyway, I like the fact that I can convince Windows that "non-UK countries" belongs on this list.)
